Dr. Mitchell has served children for over 40 years as a youth care worker, teacher, program administrator and vice president, in 2004, he became the fourth president of Starr. He has coauthored several books, including “No Disposable Kids,” "In Whose Best Interest: One Child's Odyssey, A Nation's Responsibility” and "Deep Brain Learning." He served as director of the XII World Congress of the International Association of Workers for Troubled Children. In addition, Dr. Mitchell frequently provides legislative testimony on behalf of youth, and is often interviewed by the media on topics impacting youth and families in today’s society. His professional affiliations include serving on the boards of many groups, including the International Association of Social Educators and the National Alliance for Children and Families. He plans to retire in 2016.
